Master Planning

RMA has prepared numerous water system master plans for our municipal clients.

A Comprehensive Master Plan (Plan) should be the basis from which all decisions are made concerning the provision and expansion of all water related facilities.  Demographics, population trends and other factors will influence the demand for water.  Additional factors, including fire suppression, irrigation and industrial demand, can oftentimes exceed the domestic water demands and should be evaluated including an inventory of the existing infrastructure with system deficiencies. Regulatory issues can also affect the development of water resources and should be considered during the preparation of the Plan.

A well-prepared Plan should provide for the orderly expansion of the facilities without placing a financial burden upon the client.  Financial Planning is vital to the success of the Plan and should include a rate analysis to determine if the existing rate structure can support the Plan.
